How to get your Philippine Driver’s License
hello everyone, Im Jhasz. I just want to share you the process of getting a Driver’s License here in the Philippines. Read my content to find out.
The Land Tranportation (LTO) Driver’s License is a government-issued identification document issued by Land Tranportation Office that authorizes Filipinos to operate motor vehicles in the Philippines.
The Driver’s License also serves as a valid ID that can be used in various government and private transactions.
How to apply Student Permit
What are the qualifications to get a Student Permit?
Qualification to get a Student Permit:
- You must be a Filipino applicant who is at least 16 years old.
- You must physically and mentally fit.
- You must be able to read and write a Filipino and English.
- You must have no unsettled traffic violation
- Must have completed 15 hours Theoretical Driving Course.
- Foreign citizen, You must be at least 18 years old and must have been in the Philippines for at least one (1) month and have proof of stay for at least six (6) months.
What are the requirements to get a Student Permit?
Requirements to get a Student Permit:
- Accomplished Application for Permits and Licenses (APL) Form.
- Medical Certificate (original and photocopy)
- Original and Photocopy of the following:
- Philippine Identication Card
- PSA Birth Certificate
- Local Civil Registry (For areas where there is no PSA)
- Passport
- PSA Marriage Certificate
- Certificate of completion of the 15-hours Theoretical Driving Course. (Original and Photocopy)
If you’re below 18 years old, You need an original copy of a consent or letter of consent from your parent or the person in charge of your custody with the original copy and photocopy of one (1) valid ID government-issued ID of the letter’s signatory.
Now that you know the qualifications and requirements to get a Student Permit. You can go to the LTO near your area.

Go to the LTO and go straight to their Customer Service to request an Application Form for permits and License (APL) form.
After filling up the form, ask for a queue nmuber which will call the numer given to you to check the requirements if it is complete.
After your requirements are approved, the next step is to call you to the window to take a photo and signature.
Next is to the Cashier to pay the dues.
After Paying, Just wait to get the Student Permit.
How to Apply For a Non-Professional Driver’s License
Non-Professional Driver’s License is an official license that only entitles you to drive private vehicles.
What are the qualifications to get a Non-Professional Driver’s License?
Qualification to get a Non-Professional License:
- Filipino citizens must be at least 17 years old, For Foreigners, at least 18 years old.
- Must be physically and mentally fit to operate a motorized vehicle.
- Must have Student Driver’s Permit that is valid for at least 1 month from issuance
- Must not have an unsettled traffic violation
- You must have completed at least 8 hours of practical driving lessons from an LTO-accredited and TESDA-certified driving school
- Must have passed the Automated Theoretical Examination and Practical Driving Test.
- You must have passed the practical driving exam and the written exam.
What are the requirements to get a Non-Professional Driver’s License?
Requirements to get a Non-Professional Driver’s License:
- Accomplished Application for Permits and Licenses (APL) Form.
- Original Copy of valid Student Permit issued at least one (1) month before the date of application.
- Taxpayer’s Identification Number (If employed)
- Medical examination certificate (from LTO-acredited clinic)
- One (1) original copy and photocopy of Practical Driving Course (PDC) certificate. (LTO-accredited driving school)
- For 17 years old, Notarized parent’s consent/guardian’s affidavit. Valid government-issued ID of parent/guardian (original and photocopy with picture and signature)
Now that you know the qualifications and requirements, You can go to the LTO office to get a Non-Professional Driver’s License.
These are requirements for foreigners to apply for a Non-Professional Driver’s License:
- Your valid foreign License and one photocopy. If your license is not in English, you’ll need to submit an official English traslation, which you can obtain from your embassy.
- Original copy of you valid passport. The passport must show your latest date of arrival in the Philippines.
- If you are temporarily residing in the Philippines, you are requires to present an original and machince copy of valid visa or alien certificate of registratio (ACR).
- Medical certificate (from LTO-acredited clinic) with receipt. (original copy)
- Negative drug test result. issued by a drug testing center accredited by the Department of Health (DOH) or government hospital.
- Fully Accomplished Application for Permits and Licenses (APL) Form.
- If you are employed, persent you Taxpaer’s Identification Number (TIN). If your foreign license is expired, you will need to take a series of written and practical examinations.
How to Apply For a Professional Driver’s License
What are the qualifications to get a Professional Driver’s License?
Qualification to get a Professional License:
- Must be at least 18 years old and above.
- Must be physically and mentally fit to operate a motorized vehicle.
- Must be able to read and write in Pilipino or any local dialect
- Must not have unsettled traffic violations.
- Must have completed and passed theoretical exam.
- Must have hel a Non-Professional Driver’s license at least 6 months from issuance (6 months for DL codes A & A1 (1year for DL code B, B1 and B2)
What are the requirements to get a Professional Driver’s License?
Requirements to get a Professional Driver’s License:
- Accomplished application for permit and Licenses (APL) form.
- Original Non-Professional Driver’s License (NPDL)
- Medical Certificate (From LTO-accredited clinic).
- Taxpayer’s Identification Number (If employed)
Online Via the Land Transportation Management System
- Visit the LTMS portal at https://portal.lto.gov.ph.
- If you have a registered account, log in with your email address and password. Otherwise, you can register for an account.
- At the LTMS portal website click Register.
- Read and agree to the terms of the agreement by clicking yes.
- Once you have account, remember it’s email address and password.
- On your dashboard click the Licensing
- Accept the term and conditions after reading.
- Select the license you are applying for.
- Click add medical Certificat
- Verify your medical number.
- Click new or renewal depending on what you need to do.
- Continue until you finish with the application.
Note: You can get online appointment and also pay online. However, If you applying for a license, you still need to take an LTO examination.

- How long is the validity period of the LTO Driver’s License?
- The validity period changes depending on the type of license, For the Student Permit the validity period is one (1) year.
- Where can i enroll for the Theoretical Driving Course (TDC)?
- You can take the 15 hours TDC at private LTO-accredited driving schools nationwide that offer face to face classroom type or online. Otherwise, you’ll want to watch out for the free TDCs offered at select LTO-accredited driving centers in the country.
- Does the LTO accept online or walk-in driver’s license application?
- Yes, the application for LTO driver’s license can be done online or by walk-in into any of the LTO branches nationwide. When you walk-in you can go early because there is a limited number of applicants each day.
- Do i need to enroll in the Practical Driing Course (PDC) when upgrading m Student Permit?
- Yes. This is a course intended to teach applicants about basic knowledge of practical driving.
- What does the Theoretical Driving COurse (TDC) and honds-on Driving test cover?
- The 15 hour Theretical driving course includes:
- Basic knowledge of LTO organizations and functions
- Identification of hazard scanning and prevention of road accidents
- background and evolution of LTO and its role in development
- safe driving techniques in different road conditions
- Parking technique such as: parallel, reverse, angle and three point turns
- Functions and uses of vehicle accessories
- Vehicle registration and driver’s license application processes
- Special lawns and administrative issuances established by the LTO
- Traffic rules and regulations including traffic signs, signals and pavement markings
- Students are given a coy of the Filipino driver’s manual and must completed the course instruction for at least 15 hours
